Prof. Kazimierz Orzechowski Library of the Faculty of Law, Administration and Economics<\/strong><\/h2>\n\n\n\n<p><strong>Chapter I \u2013 GENERAL PROVISIONS<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 1<\/p>\n\n\n\n<p>The Prof. Kazimierz Orzechowski Library of the Faculty of Law, Administration and Economics of the University of Wroc\u0142aw (hereinafter referred to as the Library) cooperates with the University Library and other specialist libraries at the University of Wroc\u0142aw within the framework of the library and information system of the University of Wroc\u0142aw.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 2<\/p>\n\n\n\n<p>The following legal acts regulate the activity of the Library: The Law on Higher Education and Science, the Law on Libraries, and other regulations governing the activity of libraries and the Statute of the University of Wroc\u0142aw.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 3<\/p>\n\n\n\n<p>The Library\u2019s basic tasks include:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>organizing a scientific and didactic workshop by selecting, developing and storing library materials according to the established rules of collecting;<\/li>\n\n\n\n<li>making collections available to the public, and participating in interlibrary loans;<\/li>\n\n\n\n<li>conducting informational activity;<\/li>\n\n\n\n<li>record keeping of scientific output of an organizational unit, if the head of the organizational unit does not outsource this task to another unit;<\/li>\n\n\n\n<li>conducting didactic and promotional activities, including library training and professional development of its employees;<\/li>\n\n\n\n<li>cooperation with libraries of other organizational units.<\/li>\n<\/ol>\n\n\n\n<p><strong>Chapter II \u2013 ORGANIZATION OF THE LIBRARY<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 4<\/p>\n\n\n\n<p>The Library is part of the Faculty of Law, Administration and Economics (hereinafter: the Faculty).<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 5<\/p>\n\n\n\n<p>The scope of the Library\u2019s specialization is determined by the Dean of the Faculty.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 6<\/p>\n\n\n\n<p>The Dean makes decisions and performs the following tasks:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Assigning rooms for library purposes, which provide suitable conditions for safe storage of the collections and their availability;<\/li>\n\n\n\n<li>Providing the Library\u2019s employees with appropriate working conditions;<\/li>\n\n\n\n<li>Determining, together with the Library Director, the scope of the Library\u2019s activity;<\/li>\n\n\n\n<li>Requesting the Rector to change the organizational structure of the Library when needed;<\/li>\n\n\n\n<li>Allocating funds for the Library, which should secure:<\/li>\n\n\n\n<li>replenishment of the collection guaranteeing the satisfaction of scientific and didactic needs;<\/li>\n\n\n\n<li>covering expenses related to the current activities of the Library and its equipment;<\/li>\n\n\n\n<li>conservation of the collections.<\/li>\n\n\n\n<li>Co-deciding with the Library Director about current financial matters of the Library;<\/li>\n\n\n\n<li>Submitting to the Rector motions for employment, promotions and dismissals of the Library\u2019s employees \u2013 in consultation with the Library Director;<\/li>\n\n\n\n<li>Submitting to the Rector motions for awards, merits, and incentive bonuses for the Library\u2019s employees \u2013 in consultation with its Director;<\/li>\n\n\n\n<li>Applying for awards and merits for the Library Director;<\/li>\n\n\n\n<li>Establishing, in consultation with the Director of the University Library, the scope of responsibilities of the Library Director;<\/li>\n\n\n\n<li>Approving the librarians\u2019 job descriptions;<\/li>\n\n\n\n<li>According to \u00a758 section 7 of the Statute of the University of Wroc\u0142aw, approving the Library Regulations agreed previously with the Director of the University Library.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 7<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Dean, in consultation with the Faculty Council, appoints the Library Commission, which is the Dean\u2019s consultative body.<\/li>\n\n\n\n<li>The Commission is composed of the Faculty employees approved by the Faculty Council and the Library Director.<\/li>\n\n\n\n<li>The term of office of the Library Commission coincides with the statutory term of office of the Dean.<\/li>\n\n\n\n<li>The competence of the Library Commission is to give opinions on matters concerning the organization and functioning of the Library:<\/li>\n\n\n\n<li>Submitting proposals and giving opinions on solutions concerning the functioning of the Library;<\/li>\n\n\n\n<li>Expressing opinions on issues related to the direction of the Library\u2019s activities and its development;<\/li>\n\n\n\n<li>Expressing opinions on the rules of collecting library materials;<\/li>\n\n\n\n<li>Giving opinions on Library regulations.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 8<\/p>\n\n\n\n<p>The Library is managed by the Library Director who is the direct superior of all the employees working in the Library.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 9<\/p>\n\n\n\n<p>The Library Director is appointed by the Rector at the request of the Dean of the Faculty, after consultation with the Director of the University Library.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 10<\/p>\n\n\n\n<p>The Library Director is responsible for the implementation of tasks directly before the Dean of the Faculty.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 11<\/p>\n\n\n\n<p>The tasks and powers of the Library Director include:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Proper organization of the work in the Library;<\/li>\n\n\n\n<li>Informing the Dean about Library problems, and submitting drafts of solutions to these problems;<\/li>\n\n\n\n<li>Co-deciding with the Dean on current financial matters of the Library;<\/li>\n\n\n\n<li>Preparation of plans of Library activities and methods of their implementation;<\/li>\n\n\n\n<li>Submitting annual reports on the activities of the Library to the Dean and the Director of the University Library;<\/li>\n\n\n\n<li>Participation in meetings organized by the University Library on important issues related to the development of the information system and user service in the University;<\/li>\n\n\n\n<li>Co-responsibility with the Dean for the security and protection of the Library, and for its proper protection against theft and destruction;<\/li>\n\n\n\n<li>Cooperation with the administration of the Faculty in matters concerning the protection of collections;<\/li>\n\n\n\n<li>Submitting requests to the Dean regarding the employment and promotion of library staff and requesting the dismissal of an employee if needed;<\/li>\n\n\n\n<li>Care for work discipline and full use of time by subordinate employees;<\/li>\n\n\n\n<li>Defining the scope of employees\u2019 duties;<\/li>\n\n\n\n<li>Care for raising professional qualifications of employees and training of employees;<\/li>\n\n\n\n<li>Preparing applications for awards, merits and incentive bonuses for the Library\u2019s employees;<\/li>\n\n\n\n<li>Settling matters not covered by the Regulations.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 12<\/p>\n\n\n\n<p>The Library Director takes part in meetings of the Faculty Council in an advisory capacity.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 13<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Library Director is appointed on a basis of a protocol, with the participation of an acceptance commission appointed by the head of the organizational unit.<\/li>\n\n\n\n<li>The handover protocol should include:<\/li>\n\n\n\n<li>protocol from the inventory carried out, according to the Regulations of the inspection of the University of Wroc\u0142aw libraries\u2019 collections;<\/li>\n\n\n\n<li>a list of things done and not done;<\/li>\n\n\n\n<li>list of current affairs.<\/li>\n\n\n\n<li>The Dean gives the newly appointed Director the documentation concerning the activities of the Library and its seals.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 14<\/p>\n\n\n\n<p>The Deputy Director cooperates with the Director within the scope determined by the Director, in particular:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Supervises the activities of the subordinate Collections\u2019 Acquisition, Development and Circulation Department;<\/li>\n\n\n\n<li>Informs the Director about the problems of the subordinate Department and submits projects of their solutions;<\/li>\n\n\n\n<li>Cooperates in creating plans and collective reports of the Library;<\/li>\n\n\n\n<li>Prepares bonus applications, promotions and awards in cooperation with the Director;<\/li>\n\n\n\n<li>Cooperates with the administration of the Department in matters concerning the protection of collections;<\/li>\n\n\n\n<li>Replaces the Director in his or her absence.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 15<\/p>\n\n\n\n<p>Office materials, furniture, library equipment and technical devices are supplied to the Library by the Faculty\u2019s administrative services in consultation with the Library Director.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 16<\/p>\n\n\n\n<p>Library prints are purchased by the Library from the financial resources allocated by the Dean.<\/p>\n\n\n\n<p><strong>Chapter III \u2013 THE STRUCTURE OF THE LIBRARY<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 17<\/p>\n\n\n\n<p>Library consists of:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The\u00a0Collections\u2019 Acquisition, Development and Circulation Department\u00a0\u00a0 \u00a0 \u00a0\u00a0<\/li>\n\n\n\n<li>The Scientific Information and Digitalization Department.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 18<\/p>\n\n\n\n<p>The basic&nbsp;tasks of the Collections\u2019 Acquisition, Development and Circulation Department&nbsp;is&nbsp;to:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Collect\u00a0library materials<\/li>\n\n\n\n<li>Run a\u00a0register\u00a0of orders<\/li>\n\n\n\n<li>Purchase foreign and domestic publications<\/li>\n\n\n\n<li>Run a register of books and journals<\/li>\n\n\n\n<li>Index\u00a0current acquisitions,\u00a0books and\u00a0journals\u00a0from\u00a0restricted\u00a0collections<\/li>\n\n\n\n<li>Create\u00a0bibliographic records\u00a0and authority files for computer catalogue<\/li>\n\n\n\n<li>Run a register of\u00a0losses<\/li>\n\n\n\n<li>Technically develop books and journals\u00a0and\u00a0prepare\u00a0them for maintenance<\/li>\n\n\n\n<li>Develop publications\u00a0in KABA language of subject matter,<\/li>\n\n\n\n<li>Exchange\u00a0books and\u00a0journals, accept gifts, send\u00a0titles\u00a0deemed unnecessary\u00a0to other libraries<\/li>\n\n\n\n<li>Make books and journals accessible in the Library, and lend them outside the Library<\/li>\n\n\n\n<li>Fill\u00a0orders within the framework of interlibrary loans<\/li>\n\n\n\n<li>Update\u00a0the computer database of readers and\u00a0prolong\u00a0the library\u00a0cards entitling to borrow books<\/li>\n\n\n\n<li>Complete and select the collection of books\u00a0in the Reading Room<\/li>\n\n\n\n<li>Store, bind,\u00a0and preserve library materials<\/li>\n\n\n\n<li>Fill\u00a0orders to the Reading Room and local and interlibrary Lending\u00a0Room<\/li>\n\n\n\n<li>Run a register of borrowed books and check it every year<\/li>\n\n\n\n<li>Run an inventory according to schedule<\/li>\n\n\n\n<li>Check\u00a0the state of\u00a0protection of books and journals<\/li>\n\n\n\n<li>Prepare list of lost\u00a0books<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 19<\/p>\n\n\n\n<p>The tasks of the Scientific Information and Digitalization Department&nbsp;is&nbsp;to:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Collect and develop papers of\u00a0academic staff\u00a0for bibliography\u00a0of the University of\u00a0Wroc\u0142aw<\/li>\n\n\n\n<li>Register publications\u00a0of employees and doctoral students in\u00a0the\u00a0HUESCA scientific\u00a0information\u00a0system<\/li>\n\n\n\n<li>Prepare\u00a0and import bibliographic data to the Polish Scientific Bibliography (Polska\u00a0Bibliografia Naukowa), intended for\u00a0evaluation of the Faculty<\/li>\n\n\n\n<li>Provide information (on legal, administrative and economic issues)<\/li>\n\n\n\n<li>Provide information\u00a0about catalogues and\u00a0bibliography\u00a0<\/li>\n\n\n\n<li>Prepare informative materials about the Library\u00a0<\/li>\n\n\n\n<li>Edit the Library website\u00a0<\/li>\n\n\n\n<li>Carry\u00a0out\u00a0training courses\u00a0related to legal bases\u00a0for students,\u00a0seminarians,\u00a0and\u00a0doctoral students\u00a0<\/li>\n\n\n\n<li>Coordinate\u00a0works\u00a0related to the functioning of the\u00a0Digital Legal Library and Repository of the University of\u00a0Wroc\u0142aw<\/li>\n\n\n\n<li>Digitalize the\u00a0library collections<\/li>\n\n\n\n<li>Make\u00a0digitalized resources available in the collections of the\u00a0Digital\u00a0Legal Library\u00a0and Repository\u00a0of the University of\u00a0Wroc\u0142aw<\/li>\n\n\n\n<li>Scan library materials,\u00a0process\u00a0digital images in graphic programs,\u00a0convert\u00a0files\u00a0to appropriate formats<\/li>\n\n\n\n<li>Insert\u00a0publications in PDF,\u00a0DjVu\u00a0and other formats<\/li>\n\n\n\n<li>Develop digital resources,\u00a0create\u00a0metadata of a digital object<\/li>\n\n\n\n<li>Formally and factually prepare\u00a0publications in Dublin Core format<\/li>\n\n\n\n<li>Cooperate with an electronic publisher of the Faculty (e-Wydawnictwo)<\/li>\n<\/ol>\n\n\n\n<p><strong>Chapter IV \u2013 COOPERATION OF LIBRARIES WITHIN THE LIBRARY-INFORMATION SYSTEM<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 20<\/p>\n\n\n\n<p>The library closely cooperates with the University Library and other specialist libraries in collecting, developing and giving access to the collections and information activities. This cooperation is organized by the University Library through its Scientific Information Department.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 21<\/p>\n\n\n\n<p>The tasks of the Library within this cooperation include:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Submitting annual reports and work plans to the University Library;<\/li>\n\n\n\n<li>Regular completion of the database of publications of employees of the organizational unit, supplementing the computer catalog of books and magazines;<\/li>\n\n\n\n<li>Providing current information on the home page of the University Library;<\/li>\n\n\n\n<li>Promoting activities of the University Library at the Faculty,<\/li>\n\n\n\n<li>Handing over the inventory protocols for approval by the Director of the University Library;<\/li>\n\n\n\n<li>Participation in trainings and demonstrations organized by the University Library.<\/li>\n<\/ol>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 22<\/p>\n\n\n\n<p>The Library conducts training and professional development of library staff.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 23<\/p>\n\n\n\n<p>The Library has priority in receiving duplicates and unnecessary prints from the University Library.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 24<\/p>\n\n\n\n<p>The University Library has priority in receiving duplicates and unnecessary prints from the Library.<\/p>\n\n\n\n<p><strong>Chapter V \u2013 FINAL PROVISIONS<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 25<\/p>\n\n\n\n<p>The Provisions of the Regulations may be amended in accordance with the procedure in force at its adoption.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 26<\/p>\n\n\n\n<p>The Regulations of the Library were positively reviewed by the Library Commission at its meeting on October 24, 2018.<\/p>\n\n\n\n<p class=\"has-text-align-center\">\u00a7 27<\/p>\n\n\n\n<p>The <a><\/a>Regulations were reviewed by the Director of
